Human Resources Specialist

Job Summary
The Human Resources Specialist will design and assist with implementation of an overall strategy to recruit and develop a diverse workforce, while providing guidance on policies, benefits and practices that support equity and inclusion, as well as administration of these organizational priorities. The individual will be responsible for ensuring legal compliance with state and federal employment laws such as, but not limited to the FLSA, Workers Compensation, NLRA and others. Essential Functions
Recruitment and Onboarding
• Develop an overall strategy aimed at enhancing outreach, recruitment and hiring from diverse cultures.
• Create and maintain job descriptions and manage hiring process including job postings, recruitment strategies, coordination of interviews and employment offers in coordination with leadership team members.
• Manage onboarding process for new hires designed to cultivate a greater understanding of the organization’s strategic priorities and, in conjunction with leadership team members, ensure they have the tools and information necessary to be successful in their roles.
• Work closely with our Racial Justice team members as well as our Civil and Human Rights Committee to assist in the implementation of education and engagement around equity and inclusion for members and staff.

Policies Administration, Needs Assessment and Compliance
• Administer policies and Staff Union CBA to promote fair and consistent policy application.
• Ensure compliance with state and federal employment and labor laws.
• Develop HR policies and objectives as well as partner with leadership team members to communicate those policies and ensure understanding and compliance.

Employee Relations and Evaluations
• Develop, coordinate and manage a Local-wide staff evaluation and development process.
• Create employee relations practices for positive employer-employee relationships and promotion of high employee morale, engagement and performance.
• Develop effective approaches to address employee performance and conduct for the success of the employee and the organization.
• Conduct needs assessments, develop and implement staff training activities in conjunction with leadership team members.
• Compile employee data, create metrics, analyze data, and make recommendations to address workplace and employment trends.

Qualifications, Skills, Experience and Attributes
• Bachelor’s degree in Human Resources management and minimum of 5 years HR management experience, preferably within a comparable sized Union, other non-profit organization or closely related industry.
• Ability to execute a plan a variety of programs.
• Proactive and self-driven with excellent follow-up skills.
• Highly organized with the ability to multi-task and prioritize in a fast-paced environment.
• Demonstrated experience managing in a collaborative environment.
• Superior written, verbal and interpersonal skills and the ability to calmly and diplomatically deal with conflict.
• Commitment to diversity as well as social, racial and economic justice.
• The role will require a commitment to often work long and irregular hours, to prepare for and attend events and Union activities on weekends, evenings and some holidays (e.g., Labor Day), or to complete assignments that cannot be completed in an 8-hour workday or during the week.
• The Human Resources Specialist interacts with Union members, Executive Board members/officers, staff and visitors. It is crucial to have the ability to communicate and relate respectfully and professionally with a diverse membership and staff.
• Occasional travel required.
• Reliable transportation required.

Typical Working Conditions
The physical demands described here are representative of those that must be met by the employees to successfully perform the essential functions of this job. Some of these are:
• Regularly operate a computer, cell phone, and other general office equipment
• Regularly perform office duties in stationary position for hours at a time.
• Occasionally lift and/or move up to 25 pounds
• Specific vision abilities required by this job include close vision, distance vision and ability to adjust focus
• The noise level in the work environment is usually moderate, but can elevate during events and campaign activities
• Must be able to move inside the office to access file cabinets, office machinery and other office materials
• While performing the duties of this job, the employee is occasionally exposed to outside weather conditions
• Office hours are generally 8 hours per day, 5 days per week. However, the role requires commitment to often work long and irregular hours to prepare for, and attend, union events and activities that may fall on weekends, evenings, and some holidays (e.g. Labor Day), or in order to complete assignments during the week that cannot be completed in an 8-hour workday.
• Must be able to stand, walk, or sit for hours at a time while at work or while participating in events. Supporting union members and interacting with the public during civic events may include positioning oneself, and working around, people and obstacles, and traverse in a public area, moving, or being stationary, for multiple hours, in outside conditions which may include uneven ground or stairs.
